I`ve got a powder coated grill guard (same thing but doesn`t wrap around the headlights) and all I do is wash as normal (or SW) and hit it with a very light polish by hand. I`ve used GEPC, SSR1 and Swirl Free polish and they all worked well. Then wax or sealant like the rest of the vehicle.

You can also clay without a problem if needed. As you may have seen, bugs get impailed on those darn guards. I`ll first spray with S&W and let it dwell a minute or drape a towel soaked in car wash soap over the bug ridden areas for a minute or two. This usually loosens up the bug guts good enough to wipe right off. If not, claying will do the trick.

Someone with more technical knowledge show chime in here, but as I understand it, powder coating is just very strongly bonded paint. I think the object is charged when sprayed, so that the bond is much stronger than just spray painting. The only problem seems to be that the powder coat is less flexible than paint and can chip badly when hit hard enough. Otherwise, it`s much more resistant to minor chips and scratches. So it can be treated like any other paintwork.
