In what cases would you use a finishing pad?
Such a simple answer, but so hard to put in words...
A finishing pad is used when you already have the paint corrected (swirls removed and so on), you use it for the last step of sealing (wax, poly, acrylic...)

Adding to what The Complete Look said, a finishing pad can be used with products that are layerable because it had no real cutting or cleaning power and wont remove the previous coatings.

so since I use EX and apply it by hand, techincally I could apply it using the polishing pad? Could you use the polish pad for a final buff after sealant/wax has been applied and removed?

If you are gonna layer EX, I think you could do the first coat with the pc and then follow by hand applications. I believe this is what Poorboy recommended to others who wanted to layer it.

yes that is correct...the pc`s friction would remove most of the previous layer, yet would leave a deeper look than just one coat.
