Forget it, repaint the car. Because the clearcoat is gone, there is nothing to polish, so there is no way to make it shinny. The base coat isn`t meant to shine, so you couldn`t do that. How did this happen anyway? Thats some bad sh*t!!!

Maybe a new/used car instead of a repaint. If your brother is as picky as a DCer, it`s gonna cost big bucks to repaint that SUV. I got a quote of $8.5k to repaint a midsize sedan with no dents or body work fixes. Most of the time is spent removing and installing the windows, lights and trim pieces.
dont paint it .... THIS YOUR NEW ROTARY BUFFER TEST DUMMY CAR .. what are you going to hurt??. i like to practice on vehicles like this .. practice some wetsanding .. crank the buffer up all the way & see what happens it will probably look better than it does now.

I dont think its necesssarily the fault of GM paint and aussie sun, the VN commodores all look like that if they are not cared for. My mate has a burgandy VN like that and its exactly the same - it gets washed when it rains
Maybe try and strip the clear and leave it as a "single stage" paint job and sell it :lol
Just a bit of Holden bashing there. The car has never been looked after, most aussie cars aren`t maintained as well as they should be.
